Irakli Kobakhidze: authority of financial monitoring of parties is ensured on the Constitutional level

The Speaker considers that delegation of the authority of financial monitoring of parties from one to another structure is not expedient.

“This issue is not actively considered. Yesterday, we discussed the versions. The Audit Service representatives, the Deputy Head expressed the position in the Commission that the Audit Service refuses to maintain this function. Though, I personally consider it inexpedient to delegate this function from one agency to another. We will have additional discussions. This issue is regulated on the Constitutional level. Today, there are gaps in the Constitution. This competence of the Audit Service is not granted under the Constitution but under the law, which is contradiction. We shall amend either the Constitution or seek for other solutions”.
