Irakli Kobakhidze on Constitutional changes: in June we will adopt the document with two readings to be of due legal nature

The Speaker does not share the opinion that the draft Constitutional Law is adjusted to the subjective interests. In response, he stated that the draft developed by the State Constitutional Commission is in full compliance with the legal principles and establishes the improved Parliamentary administration system excluding autocracy in long-term run. 

“It is an improved document and we will have the respective opinion by Venice Commission. The document is in full compliance with the legal principles and establishes a very improved Parliamentary administration system excluding any autocracy in long-term run unlike the current Constitution. Conversations about the subjective interests against this background deserve negative assessment”.

The Speaker stated that the public considerations aim at sharing the public opinion and sharing the remarks including on principal issues. “Naturally, the main objective of consideration shall be sharing public opinion and on this basis to revise the draft Constitution. We shall share particular remarks and opinions on various issues, including regarding the principal mattes. On this basis, we will revise the draft and in this form it will be adopted by the Parliament. It was the goal of public considerations which enjoyed unprecedentedly wide involvement never occurring in history of Georgia. Everyone had the opportunity to ask the question, express opinion or remark. It was an unprecedented event especially compared to the previous considerations. It allows us stating that we endorse a very improved Constitution. It is the task we outlined and which the preceding Parliament failed to implement. The new Parliament will succeed. It was our ambitious plan and it will be fulfilled despite impediments”.

He echoed the statement by the President according to which Giorgi Margvelashvili is to hold the meetings with the political parties regarding the Constitutional changes. “We have our agenda. We start Parliamentary considerations. First of all, we will consider the draft Constitutional Law in Committee format and proceed at plenary sessions. Prior to considerations, the Venice Commission will hold the plenary session on the basis of which we will once again develop the document and adopt it in June with two readings. The document will be of absolutely legal nature and establish a due Parliamentary administration system. As to the meeting, it depends on various factors. We are open in this process and the most important is not to be confused about construction and destruction. When we deal with destruction, we cannot hold the constructive process”.
