Irakli Kobakhidze: we have accomplished the long and hard process of Constitutional reform as a result of which the country and the society has the Constitutional Law based on the best European traditions of the Parliamentary democracy

Today, we have accomplished the long and hard process of Constitutional reform as a result of which the country and the society has the Constitutional Law based on the best European traditions of the Parliamentary democracy”, - the Speaker, Irakli Kobakhidze stated at the briefing.

He spoke about the changes to the Constitution. “This reform replaces the pro-authoritarian Constitution with the democratic Constitution as reflected in the opinion of the Venice Commission, which is based on the principles of democracy, legal state and human rights and improves the Constitutional system of the country.

The new edition ensures formation of the Constitutional system on the basis of the checks and balances principle. It is the system with the strong Parliament, effective Government, independent judicial authority and impartial President.

The new edition ensures clear dissociation of the authorities between the Constitutional agencies and ensures enhancement of the opposition in the political system.

The new edition significantly improves human rights protection, independence of the Court and guarantees of municipal independence. It ensures better regulation of defense and security spheres in line with the Parliamentary administration and checks and balances principle.

And most importantly, the new edition excludes repetition of autocracy and authoritarianism in Georgian in any form. The Parliamentary administration with the proportional electoral system does not leave the space for autocracy or attribution of the authorities, which is the greatest achievement of the reform.

I would like to thank all the persons involved in the reform, my colleagues, Members of Parliament, Prime Minister and the Government, the Constitutional Commission members, NGOs, experts, journalists without support and involvement of which this result could not be achieved.

I congratulate you with adoption of the improved and European type Constitution to ensure long-term democratic development of Georgia”.

Today, the Parliament adopted the draft Constitutional law with 115 votes.
