The report by the CoE Monitoring Committee gives the positive estimation to the Constitutional changes

The report by the Monitoring Committee provides that the Constitutional reform facilitates to taking the Constitutional system of the country to a higher stage”, - the Head of the Parliamentary Delegation, Tamar Chugoshvili stated. 

Today, the PACE winter session considered the report by the Monitoring Committee providing the progress by Georgia and giving the positive estimation to the Constitutional changes. The report underlines that the new edition of the Constitution is the significant step for improvement of the Constitutional order of the country. It emphasizes importance of cooperation with Venice Commission and notes that Georgia has closely cooperated with Venice Commission during development of the changes, which is positively estimated by PACE.

According to T. Chugoshvili, the report provides the recommendation on change of the electoral law and that it will for sure be compliance with the Constitution. “The recommendation provides the respective changes to the electoral law prior to the upcoming Elections, which naturally will be ensured as the Constitution is being modified and hence, the electoral law shall be complied with the Constitution – correspondingly, the Parliament will adopt the changes to the electoral law before 2020”.

As to the consensus on the Constitutional changes, failure to achieve the consensus is the equal responsibility of the opposition and the ruling team, as PACE defined.

“As to the political consensus, we all know that the political consensus on the Constitutional changes failed to be achieved, which mostly is related to the term of movement to the proportional electoral system. However, we also know that the PACE sets the equal responsibility for failure of consensus to the opposition and the ruling team, as it is reflected in the informative card we will be cognizant with later today”, - she noted.
