Irakli Kobakhidze: decision concerning the Article 18 of the Constitution will be made on the basis of consensus

According to the Speaker, the decision concerning the Article 18 of the Constitution will be made on the basis of consensus.

He noted that according to the new Constitution, human rights standard is increased. “We have increased the human rights standard, namely we have separately provided the fundamental right on accessibility to public information, which was not guaranteed under the previous edition of the Constitution and was not even mentioned in the text. It was the initiative of the Ministry of Justice to change the record on the basis of interference. We have discussed this issue and the final decision will be made on the basis of the consensus whether we may add any record to the Article 18”.

The Speaker abstained from expression of his personal opinion. “We promised the Ministry of Justice and NGOs to one again consult on this issue. Hence, I would abstain from expression of my position before consultations”.
