Irakli Kobakhidze: the norms in the Constitution shall be amended in consent with the Venice Commission
“According to the prevailing law, the Ad Hoc Commission will be set up to during 3 months continue activity prior to Parliamentary considerations”, - the Speaker stated when speaking about the new Constitutional changes.
He noted that the changes will concern four issues only communicated with the Venice Commission. “As to the Constitutional Changes, they concern four issues solely we have already communicated with the Venice Commission – annulment of bonus system, maintenance of the blocs in single manner, as well as specification of the record on freedom of religion and the record on the authority of the Constitutional Court regarding the elections. These are the four changes to be introduced to the Constitution”.
The document developed by the Commission will be considered with the III reading in March.
The Speaker noted that the consultations are accomplished and now the certain agreement is in agenda to be enforced by the Parliament along with the Venice Commission. “In December, we will hold the II reading and the III reading in March. These are the issues we have communicated with the Venice Commission and in line with this agreement the norms will be changed in the Constitution. The consultations are accomplished and we have a certain agreement to be enforced by the Parliament along with the Venice Commission”.
Considerations will be held with wide involvement. “Every party will be involved in consideration according to the law, though the discussion on the context of the Constitution has not expired yet – there are four issues we have communicated with the Venice Commission”.
