Irakli Kobakhidze: application of the proportional elections for 2020 appeared impossible due to non-commitment of the opposition

“Application of the proportional elections for 2020 appeared impossible due to certain circumstances – non-commitment of the opposition to support the Constitutional changes even under conditions if we would apply the proportional electoral system in 2020”, - the Speaker stated.

It appeared impossible due to the counter-productive attitude and the opposition parties did know about it.

“Under the counter-productive attitude, it naturally appeared impossible to apply the proportional electoral system for 2020 and the opposition parties knew about it. Today, I would like to reiterate that it was of principal important to apply the proportional system and this objective is not achieved. The mixed elections will be held in 2020 but the Constitutional changes will become effective in November 2020, on the basis of which the elections after 2020 will be held with proportional system”.

The draft is improved preventing autocracy. “This is the document with very improved Parliamentary system, electoral system and all the regulations. It ensures long-term democratic development of the country and prevents formation of autocracy in long term run. The current Constitution allows formation of autocracy in absence of this will unlike the new Constitution completely preventing autocracy”.
