Tamar Chugoshvili: two significant changes are to be introduced to the draft Constitutional law

Another step has been made after the preliminary consultations with the Venice Commission and two more significant changes are to be introduced to the draft Constitutional law”, - the First Vice Speaker, Tamar Chugoshvili stated. 

The changes envisage enactment of the proportional system in 2024 without bonus system while the blocs shall remain a single factor in 2020. “Since we have launched the Constitutional changes, the ruling party has accepted lots of compromises. There were many issues conceded to the opposition inasmuch as they kept demanding and raising issues. Hence, we have made additional step after the preliminary consultations with the Venice Commission and to more significant changes will be introduced to the draft.

The first change concerns so-called bonus system so fiercely criticized by the opposition and hence, in 2024 the proportional system will be fully applied. Another demand by the opposition was concerning admission of the blocs.

Blocs shall be in a single manner admitted along with the 3% threshold for elections of 2020”.

According to her, the Constitution will be amended in full compliance with the Rules of Procedure. “Inasmuch as the Rules of Procedure fails to permit change of the I and II reading issues at the present stage, which means that we cannot introduce significant contextual changes upon the III reading, we will adhere to the procedures and will initiate the draft providing these two issues solely”.

International partners shall necessarily witness that the ruling party remains in the constructive regime while the opposition and the President were destructive during consideration of the Constitutional changes.

During this process, the opposition and the President were destructive. It is important for us that our international partners see that after we have conceded a lot, we are still committed to concession. It is important for us. In this process we were constructive while the opposition was destructive”.
